Neethan Shan has won the Scarborough–Rouge Park by-election, ending the race with a little under 27 percent of the vote. He had a nine percent lead over runner-up and fellow TDSB trustee Anu Sriskandarajah. Businessman and mortgage broker Shawn Allen came third in the race.

Shan is a longtime politician in Toronto. He has served as a school trustee off and on since 2006, first for the York Region District School Board, then for the Toronto District School Board (TDSB), where he has been chair for the past year. In 2017, he won a by-election for city councillor for the now-redistricted Scarborough–Rouge River before losing his seat to Jennifer McKelvie in the 2018 general municipal election. Shan has also previously run as an NDP candidate for provincial parliament. Shan was endorsed by Progress Toronto, a left-leaning political advocacy organization.

At the end of the night, voter turnout in the ward stood at 25 percent, lower than the turnout for both the 2023 mayoral election and 2022 general municipal election—both of which were lower in Scarborough–Rouge Park than the city-wide average.

All results are unofficial until the election has been certified, and may be subject to a recount.

Spanning from Steeles Avenue in the north to Lake Ontario to the south, Scarborough–Rouge Park is Toronto’s largest ward by area. Three-fourths of the population is made up of visible minorities. The ward has a lower average income than the rest of the city. During the election, residents and candidates raised concerns about being underserved by transit development and city services.

Shan’s platform, like that of many other candidates in the race, was focused on advocating for Scarborough, a part of the city that he has described as not getting its fair share from City Hall. He spoke broadly about issues like community safety, affordability, transit, road improvements, and support for local businesses. In his time as TDSB trustee, Shan was also vocal about racial equity and against Islamophobia, and critical of the provincial underfunding of public education.

The Scarborough–Rouge Park by-election was triggered by city councillor Jennifer McKelvie’s resignation following a successful run for Liberal MP in Ajax during the spring federal election.

While Shan’s victory would have left an open TDSB seat, trustees of the board have currently been suspended from their roles following the provincial takeover of select school boards in the Toronto area, Ottawa, and Thames Valley.
